When it comes to shackle straps on a trailer suspension it really boils down to what looks correct. Since leaf springs and equalizers can be switched out (especially on older trailers), longer or shorter shackle straps can be used to help make sure everything is lined up correctly (see attached photo). As long as your suspension looks like that photo then it is perfectly fine to use 2-1/2" shackle straps like the part # 115052 which is 2-5/8" long.

In regards to the Yakima LongHaul 4 Bike Rack part # Y02476, the distance from the center of the hitch pin hole on the shank to the back of the upright is 9" therefore you will need to have less than this from the center of the hitch pin hole on your trailer hitch to the outer edge of the spare tire.
